Most Companies Not Offering Semi-Retirement Despite Ongoing Labour Shortages

Canadian companies dealing with ongoing labour shortages are overlooking a significant source of labour – retired workers, according to a survey from The Harris Poll commissioned by Express Employment Professionals. 

Only one quarter (25%) of Canadian companies offer semi-retirement, despite the growing number of employees retiring. Indeed, nearly one in four companies (23%) say retirements are one of the main reasons they expect increased employee turnover in 2023.

Of companies that offer semi-retirement, about one-third (33%) report an increase in the number of employees choosing semi-retirement over the past two years.

While keeping or bringing back retired workers might be seen as a temporary solution to labour shortages given age-related issues, more than half of the employees (53%) that have retired in the past two years have been under the age of 65, with more than a quarter (27%) retiring under the age of 60.

Semi-retirement is a win-win for both the company and the retired employee according to Niven Lee, an Express franchise owner in Delta, British Columbia.

“Offering semi-retirement can reduce the shortage of workers, but the main benefit to employers is the continued transfer of institutional knowledge and company culture,” said Lee. “For retired workers, it gives them a sense of purpose, allows them to keep up to date in their field, and gives them flexibility to enjoy their older years.”

KV Aulakh, and Express franchise owner in Barrie, Ontario, agrees that offering semi-retirement has significant benefits.

“One of the biggest drawbacks of retirement is the lack of routine that people feel initially, but semi-retirement allows older employees to slowly adjust to retirement by offering a routine with less hours, less stress, and more time away from work,” said Aulakh. “Semi-retirement also allows companies to hire someone who is more likely to show up to work. The benefits to bringing a retired employee back on a flexible basis are huge as that worker already has the required skills and familiarity with the processes, so they can continue to train the new workforce using the years of experience they have.”

Lee says that the number of employees retiring has increased in the past few years.

“Due to the aging and retiring of baby boomers, we have seen an increase in the proportion of employees retiring,” said Lee. “In addition, during the pandemic, we saw a growing number of older employees taking early retirement.”

However, both Lee and Aulakh say that inflationary pressures have caused many older workers to either delay retirement or come out of retirement. As a result, there is a growing source of labour that can help companies struggling to find qualified workers.

“The increased cost of living is making it difficult for people to live only on their pensions and, as a result, we definitely see an older age group continue to stay in workforce in our local market,” said Aulakh.
“As baby boomers continue to age and consider retirement, the labour shortage is only going to get worse,” said Bill Stoller, Express Employment International CEO. “Semi-retirement is one solution to allow experienced workers time to train their successors, ensuring a seamless knowledge transfer and business continuity.”


Survey Methodology

The Job Insights survey was conducted online within Canada by The Harris Poll on behalf of Express Employment Professionals between Dec. 1 and Dec. 15, 2022, among 506 Canadian hiring decision-makers (defined as adults ages 18+ in Canada who are employed full-time or self-employed, work at companies with more than one employee, and have full/significant involvement in hiring decisions at their company). Data were weighted where necessary by company size to bring them into line with their actual proportions in the population. Respondents for this survey were selected from those who agreed to participate in our surveys. Harris online polls' sampling precision is measured using a Bayesian credible interval. This study's sample data is accurate to within + 4.6 percentage points using a 95% confidence level. This credible interval will be wider among subsets of the surveyed population of interest.

The omnibus survey was conducted online within Canada by The Harris Poll on behalf of Express Employment Professionals from Dec. 13-15, 2022, among 1,050 adults ages 18 and older. Data are weighted where necessary by age, gender, race/ethnicity, region, education, marital status, household size, household income and propensity to be online, to bring them in line with their actual proportions in the population. Respondents for this survey were selected from those who agreed to participate in our surveys. Harris online polls' sampling precision is measured using a Bayesian credible interval. This study's sample data is accurate to within + 3.8 percentage points using a 95% confidence level.

Feeling stressed at work now seems to be the norm. Just think about how other people respond when you ask how work is going. Consider what you say when you’re asked the same question. How often is the answer “Great! It’s always so relaxed and stress-free?”

Forbes reported on a survey of employees that showed 35 percent had contemplated leaving a job because of workplace stress, while another 42 percent had actually left a job because of the stress. Work-life balance, and the impact of how to manage the two areas of life, are obviously a major struggle for many in the workforce today. But what can employers do to help their employees be successful in handling the demands of each world?

Diagnosis Before Treatment

So what’s the cause? Before you can find a cure, you have to find the underlying issue. And in this case, there isn’t one problem, but many. Some of the top causes include relationships with supervisors, workload, work-life balance, and coworkers, according to the Forbes article. Work hours, shift work, downsizing, family conflicts, and money problems also play a role according to an article from The Atlantic.

That’s a lot of factors. Some can be dealt with by employers, some can be addressed by the employees themselves, and some just have to be chalked up to the way things are. But, it would be especially beneficial for companies to dig into what’s stressing their employees out and determine what’s within the businesses’ power to change.

Across the country, companies are struggling to meet their workers’ healthcare needs, while, at the same time, implementing programs to boost workplace health and productivity. Yet, as Forbes points out, “Those programs can only work if companies aren’t at the same time undermining them with stress-inducing management practices. It’s in the employer’s best interest to look into this connection, both for the good of their employees and for their own organizations.”

A Multi-Faceted Cure

Certainly, the previously mentioned health insurance and health-focused programs in the workplace are helpful, but, as Forbes continues to drive home, “employers can help address these problems by looking beyond health care programs to changes in their management and operations structures.” That can feel like a heavy burden being placed on the shoulders of businesses. 

However, in the average business, that could play out in many simple ways. Company events can build comradery and a family atmosphere. A mentorship program often breeds growth and development. Making employee retention a priority produces a sense of loyalty and security. Stress levels can also be reduced by ensuring leadership is clearly expressing realistic performance expectations, providing effective feedback, and consistently praising efforts. 

A Balanced Approach

No one could logically dismiss the negative effects that stress in the workplace has on businesses and employees every day. But, it’s also not an easy problem to solve. Workplace stress researchers and university professors, Joel Goh, Jeffrey Pfeffer and Stefano A. Zenios are fully aware of this and discussed it in their recent paper on this same subject. “We do not claim that an ideal stress-free workplace is realistically or economically achievable.”

However, each business leader can make progress by finding the stress triggers within their own companies and determining ways to alleviate as much of the problem as possible. The three authors’ research confirms that, while “these stressors cannot be completely eradicated in practice”, the simple act of identifying and addressing stress points “could potentially go a long way.” That’s a very modest cure for such a widespread affliction.

NINE WORKFORCE TRENDS POST PANDEMIC

1. Contingent Workers

Expanded use of contingent workers is one of nine human resources trends that will impact the future of work following the Covid-19 pandemic, according to research from Gartner Inc.The research organization cited one of its surveys that found 32% of companies are replacing full-time employees with contingent workers as a cost-saving measure.
Using more contingent workers will provide greater workforce management flexibility, according to Gartner. 

“However, HR will also need to consider how performance management systems apply to contingent workers as well as questions around whether contingent workers will be eligible for the same benefits as their full-time peers.”


The other eight trends noted in the report are:


2. Increase in remote work. 

A Gartner analysis found 48% of employees will likely work remotely at least part of the time after Covid-19.


3. Expanded data collection.

Companies are increasing their passive tracking of workers. Already, 16% are tracking employees passively via methods such as virtual clocking in and out as well as tracking computer usage.


4. Employer as a social safety net. 

Employers will increase their involvement in the lives of the employees by increasing mental health support, expanding healthcare coverage and providing financial health support.


5. Separation of critical skills and roles. 

“Separating critical skills from critical roles shifts the focus to coaching employees to develop skills that potentially open multiple avenues for them, rather than focusing on preparing for a specific next role,” said Emily Rose McRae, director in the Gartner HR practice.


6. Humanization (and dehumanization) of workers.

“Throughout the Covid-19 pandemic, some employees have formed more connected relationships, while others have moved into roles that are increasingly task oriented,” according to Gartner. “Understanding how to engage task workers in the team culture and creating a culture of inclusiveness is now even more important.”


7. Emergence of new top-tier employers. 

Employers must balance the concerns today with the long-term impact on their employer brands in upcoming years.

8. Shift from designing for efficiency to designing for resilience.

Gartner says 55% of organizational redesigns prior to the pandemic were focused on streamlining roles, supply chains and workflows to increase efficiency; however, this has led to fragile systems. After Covid-19, companies will focus more on resilience through activities such as training employees with cross-functional knowledge.


9. Increase in organization complexity. 

There will be an acceleration in M&A leading to larger companies and changes in operating models that will create challenges for HR leaders.
